<p>31 U.S.C. 3332 requires that all Federal payments, other than payments under the Internal Revenue Code, to be made by Electronic Funds Transfer (EFT), subject to the authority of the Secretary of the Treasury to grant waivers.&nbsp;On March 25, 2025, the President signed&nbsp;Executive Orders 14247&nbsp;and 14249, directing Treasury to modernize the government&rsquo;s payment infrastructure and enhance its ability to prevent waste, fraud, and abuse. We propose SSA implement an electronic payment requirement across all collection and disbursement channels, subject to Treasury&rsquo;s waiver criteria. This effort supports greater operational efficiency, financial integrity and fraud prevention, and improved customer experience across all federal payment and collection activities.</p>
