This rule will update the regulations governing the Refugee Resettlement Program and the Cuban/Haitian Entrant Program by codifying the expansion of eligibility for refugee benefits and services to all populations designated by Congress; adding services to strengthen these assistance programs; regulating the administrative structures that provide benefits and services to beneficiaries; and removing duplicative or outdated references and requirements, including the State Legalization Impact Assistance Grants Program.
