In an effort to make the child support program more effective and to increase regular child support payments, the Office of Child Support Enforcement proposes to allow child support agencies to receive federal financial participation for certain employment and training services designed to supplement traditional enforcement tools and to help noncustodial parents find work so that they can support their children. Traditional enforcement tools often prove ineffective in getting unemployed noncustodial parents to pay child support.  In most cases, offering employment and training services is a more effective approach for increasing the ability of unemployed noncustodial parents to get and keep a job and to pay child support on a regular basis, while holding parents accountable for supporting their children.
