In an effort to make the child support program more effective and to increase regular child support payments, the Office of Child Support Services will propose to allow child support agencies to strengthen supportive services for noncustodial parents.

Currently, IV-D agencies have many enforcement tools to collect child support from noncustodial parents who are able to pay their child support, but these enforcement tools are less effective in collecting support from unemployed noncustodial parents. Many of these parents face significant barriers to employment and could benefit from employment and training services, but rarely receive them. This Notice of Proposed Rulemaking (NPRM) would explore options for providing nonduplicative employment and training services to unemployed noncustodial parents, which will help them become employed and pay their child support.
