<p>To comply with requirements from the Fiscal Responsibility Act of 2023 (FRA), this NPRM will propose changes to how the Temporary Assistance for Needy Families (TANF) regulations describe the Federal work participation rate (WPR) calculation. As required by section 301 of the FRA, this NPRM will propose a recalibration of the base year for the caseload reduction credit component of the WPR calculation. The base year will change from 2005 to 2015. As required by section 303 of the FRA, this NPRM will propose that ACF only include in a state&rsquo;s work participation rate calculation a case with a work-eligible individual if the assistance level for that case is at least $35 a month. Both changes will be effective October 1, 2025.</p>
