This proposed rule would update the Independent Living Program to be consistent with its reauthorization in the Workforce Innovation and Opportunity Act.  The regulations will also address statutory changes such as designated State entities, State plan requirements, additional core service responsibilities with an emphasis on youth and nursing home to community, and indicators of minimum compliance for centers for independent living and Statewide Independent Living Councils.
