This rule also sets new standards and procedures by which HHS may allocate materials, services, and facilities to promote the national defense.  This rule will add part 94a to title 45 of the Code of Federal Regulations in order to implement HHS's administration of priorities and allocations actions, as well as establish the HRPAS.]]></ABSTRACT>
