This proposed rule would update the bonding procedures for rights-of-way (ROW) issued under both the Federal Land Policy and Management Act and the Mineral Leasing Act on BLM-managed public land.  The proposed rule would revise the bonding portion of the BLM’s ROW regulations to make them clearer and easier to understand, which would facilitate efficient bond calculations.
