        <ABSTRACT><![CDATA[Much of Reclamations water supply infrastructure was built in the early 1900s and is at or nearing the end of its design life.  In many cases, this infrastructure is in need of extraordinary maintenance work or rehabilitation. Reclamation law assigns responsibility for these costs to the projects beneficiaries, but these entities often cannot secure long-term financing from private lenders for these expenses.  This is primarily because Reclamation holds title to the facilities, leaving the entities with little or no collateral to pledge for typical loans.  
Public Law 109-451 gives the Secretary of the Interior authority to issue loan guarantees to assist in financing both rural water supply projects and extraordinary maintenance and rehabilitation.  Reclamations rule will establish the eligibility criteria and program requirements for loan guarantees.]]></ABSTRACT>
