        <ABSTRACT><![CDATA[This proposed rule would incorporate the American Petroleum Institute standard API RP 90, "Annular Casing Pressure Management for Offshore Wells," into the regulations, and establish criteria for testing and departures.  API RP 90 is a guide for managing annular casing pressures that covers topics of monitoring, diagnostic testing, maximum allowable wellhead operating pressure, and acceptable risk level for annular casing pressure under certain parameters.  This rule would clarify departure and diagnostic testing criteria, thereby reducing the volume of departure requests sent to the Regions and reducing certain diagnostic testing preformed by industry.]]></ABSTRACT>
