        <RULE_TITLE>Structural Design Requirements for Offshore Renewable Energy Facilities</RULE_TITLE>
        <ABSTRACT><![CDATA[BOEM's current design standard regulations for renewable energy facilities are stated in general terms.  For example, under current regulations, a construction and operations plan must "demonstrate that you have planned and are prepared to conduct the proposed activities in a manner that . . . is safe," (30 CFR section 285.621(b)) and it must contain, among other things, a description of "safety, prevention, and environmental protection features or measures that you will use" (30 CFR section 285.626(b)(8)).  Moreover, the Facility Design Report must include structural drawings, engineering and design data, design calculations, a description of loads imposed on the facility, etc.  The new regulations will provide goal-based standards and functional requirements that are performance-based rather than prescriptive in nature.  Such regulations will allow for the development of new technologies that are necessary if offshore wind farms are to develop into a cost-effective energy source.  Moreover, the regulations will be risk-informed.  The goal-based standards can be supplemented by prescriptive international and national standards and industry-developed guidelines where appropriate.]]></ABSTRACT>
