This final rule amends regulations implementing section 5(a)(8) of OCSLA (43 U.S.C. 1334(a)(8)), which requires the Secretary of the Interior to promulgate regulations for compliance with the National Ambient Air Quality Standards pursuant to the Clean Air Act (42 U.S.C. 7401 et seq.), to the extent that activities approved under [OCSLA] significantly affect the air quality of any State.  It would implement BOEM’s statutory responsibility to ensure that OCS operations conducted under a BOEM approved plan are in compliance with our statutory mandate.
