This final rule implements amendments to the Inflation Reduction Act, Public Law 117-169, which amended the Outer Continental Shelf Lands Act (OCSLA) to extend the OCSLA’s coverage to the entire exclusive economic zone of the United States and defined the Outer Continental Shelf to include the exclusive economic zone of the U.S.  In so doing, the OCSLA jurisdiction has been expanded to include all submerged Federal lands offshore of the U.S. territories, including Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, and the Northern Mariana Islands, as well as those submerged lands offshore the possessions of the U.S.
