As required by Executive Order 14270, Zero-Based Regulatory Budgeting to Unleash American Energy, and consistent with agency policy, BOEM is proposing to implement a program of zero-based regulating to periodically review many of its regulations. Specifically, DOI is proposing to insert sunset provisions into regulations promulgated pursuant to the Outer Continental Shelf Lands Act, the Energy Policy Act of 2005, and their amendments. These regulations are codified at 30 CFR Parts 550, 552-580, and 585. Each sunset provision will establish a conditional sunset date for the regulation one year from the effective date of the final Zero-Based Regulating rule.
