This rule will provide flexibility regarding which agency receives the rent and bonus payments from an oil and gas lease sale. The directions for payment will be specified in the lease sale offering terms. This rule will give the Bureau of Land Management (BLM) and the Office of Natural Resources Revenue (ONRR) flexibility in phasing in ONRR to directly collect the rent and bonus revenues instead of BLM collecting it and later sending the rent and bonus collections to ONRR. This will promote the Department of Interior's effort to consolidate revenue streams as well as promote electronic payments.
