BSEE's existing regulations require the reporting to BSEE of the actual costs of decommissioning wells, platforms, and well sites. BSEE uses this information to better estimate future decommissioning costs related to Outer Continental Shelf leases, rights-of-way and rights of use and easement. This proposed rule would amend the decommissioning cost reporting requirements to include reporting of the actual decommissioning costs for offshore pipelines subject to BSEE's regulatory authority.
