<p>The purpose of this regulatory action is&nbsp;to extend future compliance dates in the final Well Control Rule (WCR),&nbsp;81 FR 25888 (April 29, 2016), for drilling, workover, completion and decommissioning activities, in response to feedback received regarding ongoing efforts to implement the provisions of the WCR, and in accordance with section 4 of Secretary&rsquo;s Order 3350 (America-First Offshore Energy Strategy),&nbsp;Executive Order (E.O.) 13783 (Promoting Energy Independence and Economic Growth), and section 7 of E.O. 13795&nbsp;(Implementing an America-First Offshore Energy Strategy).&nbsp; However, this&nbsp;rulemaking has been withdrawn because BSEE plans to issue a Notice of Proposed Rulemaking that would revise the WCR, consistent with the Executive and Secretarial Orders on reducing regulatory burden.&nbsp; For further information on this rulemaking, please see RIN 1014-AA39.&nbsp;</p>
