<p>We propose to update regulations that tell States how to apply for and receive grants under the Clean Vessel Act program. The program provides funds for States to install facilities for boaters to dispose of septic waste from vessels with holding tanks, and to provide information and education on the use, location, and benefits of pump-out facilities. The rule would combine two rulemakings from 1994 and 1997 and guidelines published in 1994, reducing and simplifying program rules in one location. The revisions would reflect changes in the U.S. Code, improve program management and understanding, and update information based on experience and current technology. The Sport Fishing and Boating Partnership Council, a group chartered by the Federal Advisory Committee Act, published a June 2008 report that identified 30 recommendations for improving the program in the areas of administration, reporting, funding, project maintenance, and operation. The Service is working with a Federal/State team and the States Organization for Boating Access in developing areas for improvement that will assist States in completing successful projects.</p>
