This proposed rule would update regulations that tell States how to apply for and receive grants under the Clean Vessel Act program. The program provides funds for States to install facilities for boaters to dispose of septic waste from vessels with holding tanks, and to provide information and education on the use, location, and benefits of pump-out facilities.
