The Fish and Wildlife Service (FWS) plans to establish regulations that will build on valid Department of the Interior (DOI) regulations at 43 CFR, as well as new information at 2 CFR 200, that prescribes what actions applicants and grantees must take and processes they must follow when applying for and managing grants from FWS programs. These regulations would apply to States and other grantees and subgrantees for managing billions of dollars of Federal financial assistance. With these regulations, FWS would clarify grant administration by removing variations that are currently found in several different regulations, reducing repetition in regulations, and locating administrative requirements in one regulation. In addition to helping grant recipients, this rule would lead to enhanced accountability, standardization of processes, and the ability of FWS to report to DOI, Congress, and others on cumulative information that is required to determine program success and to carry out decisionmaking processes.
