<ABSTRACT>

On September 30, 2015, we proposed to list the eastern massasauga rattlesnake as threatened under the Endangered Species Act. With this final rule, we will make a listing determination for the eastern massasauga rattlesnake, which is native to Minnesota, Wisconsin, Michigan, Iowa, Missouri, Illinois, Indiana, Ohio, Pennsylvania, and New York. We have determined that designating critical habitat for the eastern massasauga rattlesnake is not prudent, due to an increased risk of collection and persecution.
