We continue the process of updating the rule that directs State fish and wildlife agencies on how to receive funds and implement conservation projects under the Pittman-Robertson Wildlife Restoration Act and Dingell-Johnson Sport Fish Restoration Act. Under these Acts, we distribute annual apportionments to States from trust funds derived from excise tax revenues and fuel taxes. This is the second phase of an extended rulemaking. We will continue to work with our partners to determine best approaches for this and future rulemakings in order to consider resources and allow for active engagement in commenting. This second rulemaking would potentially include: response to pending bills before Congress, resolution to topics that we have identified to be addressed, changes based on comments from the first rulemaking, and changes based on determinations on emerging topics. We will also consider making changes to align this rule with 2 CFR 200 during this phase or a future phase. The preamble will thoroughly describe the approach, past rulemakings, and continued approaches. We have and will continue to work with States and the Association of Fish and Wildlife Agencies in developing rule updates.
