The U.S. Fish and Wildlife Service administers more than 65 financial assistance programs and subprograms, in part or in whole.  This rule would apply to all programs listed in Service Manual chapter 518 FW 1. Currently, administrative requirements are located in multiple Service rules, OMB regulations, Department and Service guidance, and some interim policy. This rule would consolidate application and performance reporting requirements for those programs.  As the administering program, the Wildlife and Sport Fish Restoration program has discretion in many areas of the financial assistance process that must be clarified.  This rule would simplify administration rules for recipients and streamline the award process and their understanding.  This rule is value-added to the Federal Government and increases transparency and understanding for State, local, and private award recipients.
