This proposed rulemaking will seek public comments on amending FWS regulations relating to general exceptions to the permit requirements of the Migratory Bird Treaty Act by updating the existing exceptions for law enforcement, disease response, licensed veterinarians, and birds inside of buildings or structures. This proposed rule will also include provisions from former RIN 1018-BD77 to clarify when a permit is and is not needed under the Airborne Hunting Act.
