<p>FWS proposes administrative updates to 50 CFR part 13, General Permit Procedures. The FWS launched ePemits in 2020 to modernize permitting, including moving away from paper-based permitting procedures and towards electronic permitting procedures. However, 50 CFR part 13 was written for paper-based processing and remains largely unchanged since at least the 1980s. We propose administrative updates to 50 CFR part 13 to accommodate electronic permitting and other modernizations to improve permitting procedures for the public and staff.</p>
