The U.S. Fish and Wildlife Service proposes to revise falconry regulations under the Migratory Bird Treaty Act to improve clarity, eliminate outdated provisions, and modernize regulatory language. The changes streamline and reorganize our falconry standards and permitting regulations, reducing the text from 50 pages to 20 pages. The proposed rule removes duplicative and inconsistent requirements and clearly separates provisions for individual falconers and provisions for authorized agencies. It also replaces prescriptive language with performance-based standards to allow greater flexibility, innovation, and humane care. These updates aim to improve compliance, support future program adaptability, and help States, Tribes, and Territories administer falconry regulations more effectively.
