<p>The rule would amend regulations governing off-road vehicle (ORV) use to revise&nbsp;the times that certain beaches are open to ORV use, extend the dates that certain seasonal ORV routes are open, and modify the size and location of vehicle-free areas. &nbsp;These changes are the result of provisions in the National Defense Authorizations Act for Fiscal Year 2015, that require the NPS to consider changes to the ORV regulations at Cape Hatteras NS.&nbsp;</p>
