<p>This proposed rule would revise regulations governing the application, processing, and issuance of right-of-way (ROW) permits on lands and waters that are administered by the National Park Service. The changes would align NPS processes more closely with those of other Department of the Interior bureaus by including&nbsp;a pre-application meeting and a standard application form; and by broadening the potential processes for the NPS to determine the fair market value (FMV) of ROWs. The changes would clarify the process for authorizing construction related to a ROW permit, reflect current technology and standard practices, and integrate applicable laws that have been implemented since the regulations were first promulgated in 1980.</p>
