This rule would amend the special regulations for Hot Springs National Park to update provisions about the use of thermal water by entities pursuant to written instruments signed by the Superintendent. This action would remove outdated provisions concerning the use of thermal water and insert new provisions that are consistent with the National Park Service's authority to issue written instruments to entities for the use of thermal water to provide services to guests or customers, consistent with the park’s enabling act. This action would consolidate all of the regulations concerning the use of thermal water in one section of 36 CFR for ease of reference. This proposed rule would be informed by civic engagement and public participation opportunities throughout the park planning process. Hot Springs National Park is a 5,500-acre park in Hot Springs, Arkansas.
