This rule would revise the Office of Surface Mining Reclamation and Enforcement's impoundment regulations to incorporate appropriate elements of the Federal Guidelines for Dam Safety (FGDS), including requirements for emergency action plans and after-action reports. The rule would implement two December 2012 recommendations from the Office of the Inspector General. Rulemaking is required to revise the CFR.
