This proposed rule would incorporate certain aspects of the Federal Guidelines for Dam Safety (Federal Guidelines) into OSMRE’s existing regulations. This proposed rule would relate to emergency preparedness for impounding structures and propose to include provisions for Emergency Action Plans (EAPs) and After-Action Reports (AARs) that are consistent with the Federal Guidelines. Also, OSMRE may add new provisions to the regulations explaining the EAP and AAR requirements and aligning the classification of impoundments with industry and other government agency standards.
