The regulations at 30 CFR 872.13 identified prior balance replacement funds as one of the types of funds awarded annually to State and Tribal grantees. Because the distribution of prior balance replacement funds is complete, this provision is unnecessary and potentially confusing. Rescinding this regulation eliminates obsolete language, improves clarity, and reduces administrative burdens on OSM’s State and Tribal partners.
