<p>This rule would prescribe the manner in which Indian tribes formulate and submit petitions requesting the Secretary to call elections to amend tribal constitutions, to issue charters of incorporation pursuant to a Federal statute, and for other purposes where constitutions and charters provide for petitioning to effect action by the Secretary. The rule will be revised to reflect the current practice and organization of the Bureau of Indian Affairs and to make the rule more reader-friendly in compliance with the plain language initiative.</p>
