<p>This rule will update regulations of the Department of Justice (Department), found at part 27 of title 28 of the Code of Federal Regulations, entitled Whistleblower Protection for Federal Bureau of Investigation Employees. The part 27 regulations provide procedures under which employees of and applicants for employment with the Federal Bureau of Investigation (FBI) may make disclosures of information protected by the Civil Service Reform Act of 1978, the Whistleblower Protection Act of 1989, the Whistleblower Protection Enhancement Act of 2012, and the FBI Whistleblower Protection Enhancement Act of 2016 (FBI WPEA).&nbsp; It sets forth procedures under which the Department will investigate allegations by FBI employees of retaliation for making such disclosures and provide appropriate corrective action. The proposed changes result from enactment of the FBI WPEA as well as an assessment conducted by the Department in response to Presidential Policy Directive (PPD)-19, Protecting Whistleblowers with Access to Classified Information, issued October 10, 2012. The changes address persons to whom a protected disclosure can be made; access to alternative dispute resolution; and procedures to improve the resolution of appeals.</p>
