        <ABSTRACT><![CDATA[On October 30, 2000, Public Law 106-396, made the Visa Waiver Pilot Program (VWPP) a permanent program.  This permanent program, Visa Waiver Program (VWP), allows nationals of designated countries to apply for admission to the United States at land border ports, air and sea ports, and to enter the United States for business or pleasure for up to 90 days without first obtaining a nonimmigrant visa. 

INS Rule No. 1799 finalizes all those Visa Waiver Program countries that were added through the publication of interim regulations. This rule will also incorporate those statutory changes made to section 217 of the Immigration and Nationality Act (INA) by the Illegal Immigration Reform and Responsibility Immigration Act (IIRRIA).]]></ABSTRACT>
