<p>The Office for Victims of Crime intends to revise its program rules set out in 28 CFR part 94, to reflect updates to the International Terrorism Victim Expense Reimbursement Program (ITVERP), 28 CFR part 94, subpart A; and the Victims of Crime Act of 1984 (VOCA) formula Victim Assistance Program, 28 CFR part 94, subpart B; and to add a new 28 CFR part 94, subpart C, to replace and update the VOCA formula Victim Compensation Program Guidelines.&nbsp;&nbsp;The timeframe for action may be affected by inter- and intra-Departmental reviews, and is subject to adjustment.&nbsp;&nbsp;In preparing the Notice of Proposed Rulemaking for the Victim Compensation Program, OVC conducted extensive outreach to various stakeholders. This outreach included several listening sessions with various groups, including State VOCA Compensation administrators, American Indian and Alaska Native (AI/AN) tribes (including OVC's tribal grantees), victim service organizations serving AI/AN tribes, victim advocates, and others. In particular, OVC&rsquo;s efforts at outreach to AI/AN tribal victim service organizations and tribes, was designed to facilitate input from, and related to, tribal victims of crime, who often face unique obstacles to accessing State compensation programs.</p>
<p>OVC conducted extensive proactive outreach to various stakeholders, including a listening session with victim service organizations serving American Indian and Alaskan Native (AI/AN) tribes, a listening session with AI/AN tribes, a webinar discussion with OVC AI/AN tribal grantees, two listening sessions with victim advocates, in addition to several other listening sessions with mixed audiences of administrators, advocates, and government employees, and several sessions with State VOCA Compensation administrators.</p>
