The rule is intended to improve fairness to aliens and to the Government, represented by the Department of Homeland Security, in removal, exclusion, deportation, asylum-only, and other proceedings; reduce delays in the adjudicative process; enable EOIR to better manage its caseload; reduce the existing backlog of cases; and provide for better focus on cases presenting significant issues of law and fact for resolution.]]></ABSTRACT>
