<p>This proposed rule would amend the definition of short-term, limited-duration insurance (STLDI) for purposes of exclusion from the definition of individual health insurance coverage under section 2791(b)(5) of the Public Health Service Act. The Departments continue to receive feedback from stakeholders expressing concerns that the current regulatory framework has created barriers to affordable coverage options for consumers who do not qualify for premium tax credits. While individuals who qualify for premium tax credits are largely insulated from significant premium increases, individuals who are not eligible for subsidies face financial challenges due to increased premiums in the individual market and few more affordable alternative coverage options. This rule would increase insurance options for consumers and provide greater flexibility in meeting their healthcare coverage needs</p>
