1219-AB85 201704 Unified Agenda of Federal Regulatory and Deregulatory Actions 1219 Mine Safety and Health Administration MSHA 1200 Department of Labor DOL Request for Information to Improve the Health and Safety of Miners and to Prevent Accidents in Underground Coal Mines

In response to recommendations resulting from Mine Safety and Health Administration's (MSHA) investigation of the Upper Big Branch (UBB) mine explosion and MSHA's internal review of its actions at UBB, MSHA considered regulatory action that would address issues related to the explosion. The Request for Information (RFI) requested data, comments, and information on issues related to rock dusting, ventilation, mine examinations, certified persons, and MSHA-approved instructors. The National Institute for Occupational Safety and Health (NIOSH) is currently conducting research on relevant issues associated with explosion-related conditions in coal mines, such as use of Atmospheric Monitoring Systems, float coal dust characterization, and alternative rock dust applications. MSHA is withdrawing this item and plans to evaluate NIOSH research results and nonregulatory alternatives.
