<p>The Mine Safety and Health Administration is proposing to create uniform standards for both metal and nonmetal and coal mines, to the extent appropriate, concerning impoundment and dam design, construction, operation, maintenance, and inspection based on technological and other advances made over the recent decades. Miners, mine operators, and the general public would benefit from this rulemaking since failure of impoundments and dams is a significant hazard for the safety and health of miners and the surrounding communities. MSHA intends to reach out to stakeholders, including mine operators, labor unions, industry trade associations, health and safety organizations, and the public to ensure broad stakeholder participation in the public comment period.</p>
