The Mine Safety and Health Administration (MSHA)proposes to revise its roof control plan regulations to eliminate the provision that allows additional measures to be required in plans by the District Manager. The current regulations may violate the Appointments Clause, by vesting significant regulatory authority in District Managers, and the Administrative Procedure Act (APA), by skipping notice and comment.  The NPRM was published on July 1, 2025, and the comment period extension notice was published on July 22, 205.
