OWCP administers the Longshore and Harbor Workers’ Compensation Act and the Longshore Act’s extensions. To modernize and speed claims processing, OWCP will propose revising its existing regulations to require parties to file documents electronically, unless otherwise required by statute or allowed by OWCP; codify authorization of electronic-signature use; and streamline the settlement process.  OWCP had previously included civil money penalty procedures in this rulemaking but has since decided to propose those rules in a separate NPRM (see RIN 1240-AA17).
