<RULE_TITLE>Streamlining and Modernizing Through AI-enabled Regulatory Transformation (SMART) Initiative</RULE_TITLE>
        <ABSTRACT>

Pursuant to multiple cross-agency Administration initiatives, including but not limited to Executive Orders 13771, 13859, and the President’s Management Agenda, and longstanding commitment to robust retrospective review of federal regulations, this rule will reflect use of Artificial Intelligence (AI) and other advanced analytical tools to conduct a thorough analysis of the agency’s operative regulatory code in order to identify opportunities for administrative burden reduction. This may include reconciling conflicting, eliminating duplicative, or otherwise streamlining reporting requirements and other administrative burdens. It may also include corrections of typographical errors or broken and obsolete citations. Whereas this kind of a comprehensive code cleanup effort would previously required a costly and time-consuming manual effort, use of new technologies, such as natural language processing can support subject matter experts in an accelerated review of often thousands of pages of regulatory text.
