<p>The Department of State (hereinafter, "State" or "the Department") is amending its debt collection regulations to permit debt notices to be sent by electronic mail to certain debtors and to reflect 2008 amendment to section 3716(e) of title 31 of the United States Code, which authorizes the offset of Federal non-tax payments to collect delinquent Federal debt without regard to the amount of time the debt has been delinquent.</p>
