Proposal to establish a registration program and hand-carry procedures for courier services used by applicants to transport their passport applications, and U.S. passports issued to them, to and from participating passport agencies. The purpose of these proposed rules is to maintain vigilance over the security of the passport application process by requiring that companies register with the Department prior to providing hand-carry services and follow a uniform set of hand-carry procedures.
