In an advance notice of proposed rulemaking, the Department solicited comments with respect to controls on launch vehicles, ballistic missiles and other items in Category IV of the United States Munitions List (USML) and spacecraft and related items in Category XV of the USML in the International Traffic in Arms Regulations (ITAR) (22 CFR parts 120-130). The notice of proposed rulemaking will be used to review the current controls on these items and address the relevant comments received in response to the ANPRM.
