This rule will provide an update to Department of State rules relating to child support withholding and creditor access to employees. The procedure will provide the procedure for implementing OPM rules within the Department; specifically, 5 CFR parts 581 and 582. The rules were last updated in 1957, before the OPM rules were in place.
