The rule will propose to amend 31 CFR part 34 section 204(b) so that the Gulf Coast Ecosystem Restoration Council’s (Council) statutorily required 3 percent administrative expense limitation is applied to the amounts it receives under the Comprehensive Plan Component before termination of the Trust Fund, rather than to the amounts it draws to fund projects under the Comprehensive Plan. This change will allow more regular and predictable funding for the Council’s administrative expenses.
