<p>Treasury and CBP plan to publish amendments to the CBP regulations to implement the requirements of section 8002 of the STOP Act. Section 8002 of the STOP Act amends section 13031(b)(9) of the Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985 (19 U.S.C. 58c(b)(9)) to add a new fee for Inbound Express Mail pertaining to the processing of Inbound Express Mail by the United States Postal Service (USPS) and CBP.</p>
