<RULE_TITLE>Implementation of the Agreement Between the United States of America, the United Mexican States, and Canada (USMCA) Uniform Regulations Regarding the Rules of Origin</RULE_TITLE>
        <ABSTRACT>

This rule amends the U.S. Customs and Border Protection (CBP) regulations to implement the rules of origin provisions for the preferential tariff treatment of the Agreement between the United States of America, the United Mexican States, and Canada (USMCA). This rule creates a new part 182 of title 19 of the Code of Federal Regulations (19 CFR part 182) to adopt the uniform rules of origin regulatory standards trilaterally agreed upon by the United States, the United Mexican States (Mexico), and Canada. The USMCA supersedes the North American Free Trade Agreement (NAFTA) when it entered into force on July 1, 2020. Accordingly, this rule also amends the NAFTA regulations in part 181 to reflect that the NAFTA provisions do not apply to goods entered for consumption, or withdrawn from warehouse for consumption, on or after July 1, 2020.
